Paul Baker

International Economics Ltd


Paul Baker is an international trade and macro economist, with 20 years 
experience. He is the founder and Chief Executive of a management consultancy 
firm in Mauritius “International Economics Ltd”, specialised in economic analysis 
and modelling. He has held leading roles and authored numerous studies and 
reports as a trade development and negotiations advisor in over 60 countries, 
including as Mission Chief for the World Bank’s Integrated Framework in Mali; 
Senior Expert on Trade and Poverty Reduction Strategies for the EC; Senior 
Expert to the Office for Trade Negotiations on Trade and Climate Change; Senior IELPO 2013-2014 
 Economist for the United Nations and ITC UNCTAD WTO; Director and Chief 
Technical Advisor in negotiations between Africa and the EU and intra-regional 
integration agendas; and trainer in quantitative analysis and negotiations in 
Vietnam, Brazil, Tanzania, etc. He is currently managing a team of experts to 
assess the impact of an FTA between the EU and Vietnam, working on various 
Value Chain Analyses in Myanmar, advising the COMESA Secretariat on a 
Technical Cooperation Facility, managing the implementation of SADC’s 
Regional Integration Support Programme and lead consultant for training on 
Trade and Private Sector Development Programmes to the European Commission 
in Africa, Latin America and the Caribbean. Paul has completed an MSc (Econ) in 
Economics from the University of London (SOAS), a Maîtrise ès Sciences 
Economiques in Financial Engineering from the University of Nantes (France), a 
BA (Hons) in European Economics from Middlesex University (UK) and completed 
Executive Programmes in Trade Policy, Management and Strategy at Harvard 
University and Systems Dynamics at the Massachusetts Institute of Technology
