Eduardo Roberto Esparza Paula was born in Quito, Ecuador. He holds degrees in Economics and Administrative Sciences from the University of Americas (2005) and in Law from Pontifical Catholic University of Ecuador (2008). Moreover, he finished a Master in Administrative Law from San Francisco de Quito University (2012). With the support of a full scholarship by Fundación Carolina (Spain), he is attending IELPO LL.M. program.
During his professional career, he has held positions of great responsibility: Director of Public Procurement Processes in the General Coordination of Strategic Goods, Ministry of National Defense; Secretary Lawyer of the Technical Committee of Procurements, Telecommunications Superintendence; Legal Representative of TAME airline in Brazil, among others important positions. He has also worked as Consultant in Public Procurement for projects under the United Nations Development Program - UNDP.
From his personal experience, public procurement is an important aspect of international trade. He further observes that several negotiations of free trade failed because there was no agreement on some aspects of public procurement. For developing countries, government procurement is a sensitive issue because their governments are the largest purchasers of goods and services.
Eduardo is a Spanish native speaker; he is fluent in English and Portuguese.
